The town has received the Leading the Way Award for surveys conducted in 2021 and 2023.

Recipients of the award rank in the top 10% of all local governments in the United States for resident satisfaction with regard to their composite performance on ETC Institute's survey in these core areas: 

• Overall quality of services
• Customer service provided by employees
• Value residents received for local taxes and fees.

More Information

The town has partnered with ETC Institute for the town's community survey since 2017. Before the award was introduced, benchmarking data provided by ETC Institute showed that Hillsborough rated significantly higher than the U.S. and regional averages for similarly sized communities in almost all of the categories.

In 2020, ETC Institute created the Leading the Way Award to recognize local governments for outstanding achievement in the delivery of services to residents.
