Water and Sewer Billing and Collections

The Financial Services Department handles billing and collections for water and sewer service, including meter reading and starting and stopping service.

It also maintains the Hillsborough Water Assistance Program in partnership with the nonprofit organization Orange Congregations in Mission, which administers the program.

Other Functions

The department also:

• Issues business licenses.
• Collects permit fees, prepared food and beverage tax funds and room occupancy tax funds.
• Handles accounts receivable and payable, purchase orders and requisitions.
• Maintains insurance verifications, town contracts and the town's capital asset records.
• Maintains the town's payments and donations site.

The Annual Comprehensive Financial Report is a complete set of the town's financial statements for the previous fiscal year (July 1-June 30).

The Financial Services Department collects:

• Donations for Programs — Including water assistance and police programs to help the community. 
• Various Payments — Including for parks facility reservations, water and sewer bills and invoices received from the town.

The town encourages paying online or by telephone at 833-262-5902 with credit or debit card. Both options are available 24 hours a day. 

• Online payments can be made with or without a login account. 
• The pay-by-phone option does not accept check payments.

Deposit box — Leave non-cash payments in the box at the Town Hall Annex, 105 E. Corbin St.

In person — Make cash or check payments or get staff help with credit or debit card payments at the Town Hall Annex, 105 E. Corbin St., between 9 a.m. and 5 p.m. weekdays.
