Town Manager Eric Peterson has provided leadership for town employees since 1997.

In addition to serving as Hillsborough’s town manager, he has instructed annually for the past 30 years at the School of Government at the University of North Carolina at Chapel Hill, teaching other local government officials on topics such as budgeting and performance measurement.

Peterson has worked for five municipalities since starting his career in 1987. Hillsborough is his third town manager position.

Peterson has a master’s degree in public administration from UNC-Chapel Hill and a bachelor’s degree in political science, specializing in local government, from Appalachian State University.

The assistant town manager serves as acting manager in the manager's absence.

Assistant Town Manager Matt Efird joined the town in December 2022. He also serves as director of the Community Services Department.

Efird has worked in local government since 2005, previously serving in the City of Greenville, South Carolina; Town of Carrboro, North Carolina; and City of DeLand, Florida.

Efird has a degree in finance from Stetson University and a master of public administration from the University of Central Florida. He is a graduate of the Public Executive Leadership Academy at the University of North Carolina School of Government and a credentialed manager candidate of the International City/County Management Association.
